| description.abstract | La tesi, muovendo dalla considerazione delle recenti riforme che hanno
riguardato il mercato del lavoro e il sistema previdenziale, nonché dal mutato
contesto socia-economico di riferimento, intende richiamare l’attenzione sulla
perdurante mancanza di una riforma del sistema degli ammortizzatori sociali,
mettendo in luce, rispetto alla normativa attualmente in vigore, gli elementi di
criticità che rendono oramai improrogabile un intervento riformatore. A tal fine,
dopo aver individuato una nozione sufficientemente puntuale di “ammortizzatori
sociali”, anche con riferimento alla necessaria integrazione con le politiche
dell’Unione europea, nonché con la riforma in senso federalista del titolo V della
Costituzione, la ricerca esamina l’impianto tradizionale di tutela contro la
disoccupazione, mettendo in luce quelli che dovrebbero essere gli aspetti da
correggere in sede di riforma del sistema. Sono quindi esaminati i progetti di
riforma degli ammortizzatori sociali succedutesi sin dalla fine degli anni ‘90, con
particolare riferimento al Libro Bianco e al A.S. n. 848-bis del Governo Berlusconi,
nonché all’ultimo progetto di legge A.C. n. 2484 del 2006. L’esame condotto
consente, infine di affrontare nell’ultimo capitolo quelle che potrebbero essere le
linee di riforma cui informare il futuro sistema di ammortizzatori sociali. | en |
| description.abstract | The paper, moving from the consideration of the recent reforms that have
regarded the labor market, the social security system, and the socioeconomic
context of reference, means to stress the attention on the persistent lack of a
reform of the system of the unemployment benefits, underling, the critical state
of the present uneployment laws situation that requires an urgent reform.
Therefor, after to have characterized a sufficiently punctual notion of
“unemployment benefit”, also with reference to necessary integration with the
policies of the European Union and with the fedral reform of the Italian
Constitution, the paper examines the traditional system of protection against
unemployment, stressing those that would have to be the aspects to correct
during reform of the system. Then it is examinated the plans of reform of the
unemployment benefits from the end of Ninetys, with specific reguard to the
Libro Bianco, to the A.S n. 848-bis of the Berlusconi’s Government, and to the
last bill A.C n. 2484 of 2006. Finally the analisys allows to draw the reform lines
which should inform the future system of uneploymenty benefits. | en |
